The Project

The municipality of Rotterdam seeks to understand the effects of the instruments they put in place to enhance participation. To design policies and services together with the citizens of Rotterdam, all kinds of instruments were implemented. However, it is unclear what kind of citizens feel addressed by these instruments and to what effect. Knowledge about this helps improve the municipality’s endeavours to enhance participation.

EGDS activities

According to the CLEAR model for participation (Lowndes et al., 2006) the EGDS evaluates these instruments. In order to do so, we are conducting surveys with large sample groups and in-depth interviews with smaller sample groups. As such, both broad and deep knowledge is obtained in order to assess each individual instrument, as well as the set of instruments as a whole.
